| dc.description.abstract | உட்கட்டமைப்பில் முதலீடு செய்வது அபிவிருத்திக்கு இன்றியமையாதது. எவ்வாறாயினும், பலவீனமான ஆளுகையின் பின்னணியில், பெரிய மற்றும் பல்கூட்டு உட்கட்டமைப்பிற்கான அரச முதலீடு ஊழலுக்கான வளமான களமாக மாறி, விளைவாக நீடுறுதியல்லாத, செலவுகூடிய மற்றும் குறைதரமான உள்கட்டமைப்பை ஏற்படுத்துவதோடு உத்தேசித்த நோக்கங்களை நிறைவேற்றத் தவறிவிடுகிறது.
இலங்கையில் நடைமுறைப்படுத்தப்பட்டு வரும் பாரிய உட்கட்டமைப்புத் திட்டங்களுக்கான பெறுகைகளை ஒழுங்கு நிர்வகிப்பதற்கு, தற்போது நடைமுறையில் உள்ள பெறுகைகளை ஒழுங்கு நடைமுறைப்படுத்துவதற்கான பொதுக் கட்டமைப்பு குறித்தான அடிப்படைப் புரிந்துணர்வை வழங்குவதோடு; ஏற்கனவே நடைமுறையில் உள்ள கட்டமைப்புக்களில் காணப்படுகின்ற இடைவெளிகள் மற்றும் பலவீனங்களை இனங் காணுதலும் இனங்காணப்பட்ட இடைவெளிகளைக் குறைப்பதற்கு பொதுமக்களுக்கும் சிவில் சமூக அமைப்புக்களுக்கும் (CSOs) காணப்படும் வாய்ப்புக்களைக் கண்டறிதலும் முதலீடுகள் தொடர்பாக அரசாங்கத்தினால் எடுக்கப்பட்ட தீர்மானங்களானது, பொது மக்களின் ஆர்வம் மற்றும் அக்கறைகளைக் கவனத்தில் கொண்டுள்ளதா என்பதனை உறுதிப்படுத்துவதுமே இவ்வறிக்கையின் நோக்கமாகும். செயல்திட்டத்தின் சுற்றுவட்டத்துடன் தொடர்புடைய மூன்று முக்கியமான பகுதிகளான பெறுகை (கொள்வனவுகள்), சுற்றாடல் தாக்க மதிப்பீடு, மற்றும் விருப்பத்திற்கு மாறான மீள் குடியேற்றம் என்பவற்றின் மீது இவ்வறிக்கை கவனம் செலுத்துகின்றது. | en_US |
