The Proposed Non-Governmental Organisations (NGO) (Registration and Supervision) Bill: Impact on Sri Lanka’s International Obligations Under the Financial Action Task Force (FATF) and the European Union’s Generalised Scheme of Tariff Preferences (GSP+)
Abstract
This research brief examines the proposed Non-Governmental Organisations (NGOs) Bill against the Financial Action Task Force (FATF) requirements, particularly Recommendation 8 on Non-Profit Organisations, and Sri Lanka’s GSP+ commitments.
It assesses the Bill against these frameworks and identifies areas where it falls short of FATF and GSP+ requirements. The explainer also sets out the potential impact the Bill may have on Sri Lanka’s compliance with these obligations.
