For the end-year assessment of the 2023 budget, the top 25 expenditure proposals, worth LKR 49.3 billion, along with seven regulatory proposals, were tracked. The proposals were categorized into five groups based on their level of openness, similar to previous years: "closed," "restricted," "uncooperative," "responsive," or "open." Additionally, they were assessed based on the extent of their implementation under the categories: "unclaimed," "undisclosed," "fulfilled," "substantial," "partial," "poor," and "broken."
