    Abstract
    This briefing note documents the findings of an investigation carried out by Verité Research on the administrative gaps within Sri Lanka’s disaster management framework. The investigation was conducted using the instrument of Right to Information (RTI). The study specifically looked into the functions of the National Council for Disaster Management (NCDM), which is the apex body responsible for disaster management in Sri Lanka. The investigation found two key administrative failures in the NCDM: 1) It did not convene to make decisions as required; and 2) It neglected its critical responsibilities. The lessons from this case study suggest that these types of administrative failures are not unique to disaster management but might be a systematic feature of the current public sector. ශ්‍රී ලංකාවේ ආපදා කළමණාකරන ව්‍යුහයේ පවතින පරිපාලනමය හිඩැස් සම්බන්ධයෙන් වෙරිටේ පර්යේෂණායතනය දියත් කළ විමර්ෂණයකින් අනාවරණය වුනු තොරතුරු මෙම පර්යේෂණ සටහනෙහි අන්තර්ගත වේ.තොරතුරු දැනගැනීමේ පණතේ භාවිතාවන් මෙම විමර්ෂණය දියත් කිරීම සදහා භාවිතයට ගෙන ඇත. ශ්‍රී ලංකාවේ ආපදා කළමණාකරන විෂයෙහි පවතින උසස්ම ආයතනය වන ජාතික ආපදා කළමණාකරන කවුන්සිලයේ කි‍්‍රයාකාරීත්වය මෙම අධ්‍යනයෙන් විශේෂකොටම විමසා බලා තිබේ. ජාතික ආපදා කළමණාකරන කවුන්සිලය පරිපාලනමය කටයුතු නිසියාකාරව දියත් කිරීම අතින් අපොහොසත්ව තිබෙන ප‍්‍රධාන අවස්ථා දෙකක් හදුනාගැනීමට විමර්ෂණයෙන් හැකිවිය. 1. තීරණ ගැනීම සදහා අවශ්‍ය පරිදි කවුන්සිලය රැස්වීම් පවත්වා නැත 2. කවුන්සිලය එහි වැදගත් වගකීම් පැහැරහැර ඇත මෙම සිද්ධි අධ්‍යනයෙන් වැඩිදුරටත් යෝජනා කෙරෙන්නේ මෙකී දුර්වලතා ආපදා කළමණාකරන විෂයට අනන්‍යවන්නේ නොව සමස්ත රාජ්‍ය සේවයේම මුල්බැසගෙන තිබෙන ලක්ෂණයෝ වීමට ඉඩ තිබෙන බවය. இலங்கையின் அனர்த்த முகாமைத்துவ கட்டமைப்பில் காணப்படும் நிர்வாக இடைவெளிகள் தொடர்பாக வெரிட்டே ரிசர்ச் நடத்திய ஆய்வின் முடிவுகளை இந்த விளக்கவுரை ஆவணப்படுத்துகிறது. தகவல் அறியும் சட்டத்தை பயன்படுத்தி பெறப்பட்ட தகவல்களைக் கொண்டு இவ் ஆய்வு நடாத்தப்பட்டது. இலங்கையின் அனர்த்த முகாமைத்துவத்திற்கு பொறுப்பான உச்ச அமைப்பான தேசிய அனர்த்த முகாமைத்துவ பேரவையின்(NCDM) செயல்பாடுகளை இந்த ஆய்வு குறிப்பாக ஆராய்ந்தது. ஆய்வின் விளைவாக NCDM இன் இரு முக்கிய நிர்வாக தோல்விகள் அடையாளம் காணப்பட்டன: 1) தேவைக்கேற்ப முடிவுகளை எடுக்க பேரவை கூட்டப்படாமை; மற்றும் 2) பேரவை தனது முக்கியமான பொறுப்புகளை புறக்கணித்தமை. இந்த வகையான நிர்வாக தோல்விகள் அனர்த்த முகாமைத்துவத்திற்கு மாத்திரம் தனித்துவமானவை அல்ல. மாறாக, தற்போதைய அரசதுறையில் பரவலாக காணப்படும் ஒரு பொதுவான குறைபாடாகும்.
